Fully Funded Azerbaijan Government Scholarship 2025-2026 (BS, MS, PhD)
The Ministry of Foreign Affairs and Ministry of Science and Education of the Republic of Azerbaijan are pleased to announce the “Heydar Aliyev- International Education Grant Program” for 2025-2026 academic year. The higher education scholarship by the Government of Azerbaijan will be offered on an annual basis for a period of 5 years.
Each year 100 students are chosen to learn at top universities in Azerbaijan. This scholarship gives students a chance to get a good education without worrying about costs. It is a great option for those wanting to study in Azerbaijan with full support.

- Baku Higher Oil School
- Baku State University
- National Aviation Academy
- ADA University
- Nakhchivan State University
- Khazar University
- Baku Engineering University
- Azerbaijan State University of Economics (UNEC)
- Azerbaijan State Oil and Industry University
Note: Candidates can choose 3 (three) specialties at different higher educational institutions of the Republic of Azerbaijan in the appropriate channel.
Eligibility
- Non-Azerbaijani nationals only.
- Current or former citizens of Azerbaijan cannot apply.
Age Requirements (as of September 15 2025)
- Undergraduate and General Medicine applicants must be younger than 35 years old.
- Graduate and Medical Residency applicants must be younger than 40 years old.
- Doctoral applicants must be younger than 45 years old.
Language requirements
- Russian Programs
- Proof of Russian proficiency OR prior education in Russian.
- English Programs
- Undergraduate: IELTS 5 or TOEFL 40 + prior education in English.
- Postgraduate: IELTS 5.5 or TOEFL 50 + prior education in English.
- Azerbaijani Programs
- Must know English/Russian/Turkish (test scores or prior education proof).
- Turkish Programs
- Proof of Turkish proficiency OR prior education in Turkish.
- Additional Checks
- Universities may test language skills again if needed.

Note: Documents must be in one of the following languages: Azerbaijani, Turkish, English and Russian languages and have to be notarized.
